I'm trying to set up an ARCA server. I assume it's identical to setting up an rFactor server. Hope someone can help!

My computer is on a wireless router connected to a cable modem. I've been trying to set up a server. I can launch an online race, and it shows up in the server list, but no one can join the race. They get a time out when trying to join.

I've added port forwarding for the port #'s listed in the multiplayer.ini file.

Is there anything else I can check to try and get this working?

I suggest a visit to http://portforward.com . Find rFactor there and set your router the same.
